I have some great news, and I wanted to take a moment to share it with all of you.  I just found out I'm wealthy!  I'm so excited about my new found status, that I'm thinking of making some changes.  I think I'll move from my small house to a large victorian, purchase a new Hummer H2, then invest in some real estate, since prices are so low.  I'm going to do all these things with my wealth.  There's just one problem: I'm not quite sure where it is.

     If I look at my situation, I don't think I'm wealthy.  Actually, I know I'm not, yet people keep telling me I am.  This is how it started: I was watching the 6pm news today and I heard a report about Rhode Island's budget for the next fiscal year.  The reporter mentioned some tax increases for the wealthy.  One of them is an increase to the capital gains tax.  Since capital gains taxes are only paid by the wealthy, and I pay capital gains tax, I must be wealthy, right?  I didn't think so, but that seems to be how Rhode Island's legislators think.
