Providence Mayor David Cicilline submitted his budget today, but he refused to release it publicly.  It will be made public on Thursday.  So, what's the secret?  If I had to guess, Providence taxpayers are looking at yet another large property tax increase, and he doesn't want to hear the criticism this weekend.  I also wouldn't be surprised to see him impose a fee for trash collection, which he attempted to push through last year.  If you're a Providence resident, hold on to your wallet!
