Kansas Suspends Income Tax Returns

     Kansas has suspended income tax refunds, which they stopped processing last week, and they may miss payroll on Friday.  It makes you wonder how many other states are going to face the same dilemma.  The scary thing is that once one state does it, I think you will see others follow.  It will be easier for other states to suspend tax refunds if they can point to other states.  This way, they can blame the problems on the national economy instead of their own mismanagement.  With the second highest unemployment rate and huge deficits, how long will it be before Rhode Island attempts the same thing?
