Frank Caprio has proposed having the State of Rhode Island takeover Twin River.  My first instinct was to question his sanity, but as I thought about it, it might not be a bad idea under the right circumstances.  I strongly oppose the State reducing Twin River's tax rate or offering any other assistance that will reduce the State's profit.  However, a takeover might make sense.

     If Twin River filed for bankruptcy and we could get it cheap, then why not?  Ideally, the State would also attempt to add table games, hire a private company to manage it, then sell it at some point in the future.  Maybe we could also do something unheard of, such as using any profit to pay down debt, so we would be paying less in interest, and the cost of borrowing would be cheaper in the future.  That would probably make too much sense, so I won't count on it happening.
